Introduction

Provisions on the Management of Cosmetic Registration and Filing Data, officially implemented On May 1, 2021, points out that registrants, filing persons or domestic responsible persons shall fill in the information of cosmetic ingredients manufacturers and provide raw materials safety information documents issued by manufacturers.

Based on the Guidelines for Submission of Safety Information of Cosmetic Raw Materials, if the cosmetic ingredients manufacturers have submitted the related raw materials safety information documents, the registrant, the filing person or the domestic responsible person may fill in NMPA code for the safety info of raw material associated with the safety information document of raw materials.

National Medical Products Administration (NMPA) issued an announcement (No. 35 in 2021) related to the Provisions on the Management of Cosmetic Registration and Filing Data (Hereinafter referred to as the Provisions) on March 5, 2021. According to the Provisions, from May 1, 2021, the source of raw materials for product formula and trade names are needed in new products registration or filing. For ingredients whose quality specifications are specified in the Safety and Technical Standards for Cosmetics, the specifications or safety information should be submitted.

From January 1, 2022, when applying for registration or filing of cosmetics, the registrant or the filing person shall provide safety information on raw materials with anti-corrosion, sunscreen, coloring, hair dying, anti-freckle and whitening functions.

From January 1, 2023, the registrant or the filing person shall provide safety information of all raw ingredients in the products in accordance with the requirements of the Provisions.

For cosmetics that have been registered or filed before, the registrant or the filing person shall supplement the safety information of all ingredients in the product formula before May 1, 2023.

There are about three months left before the third time node (January 1, 2023) required by the new regulations for information on safe use of raw materials, CIRS China will hold an online webinar on How to Apply for NMPA Codes of Cosmetic Ingredients and Case Study on October 20, 21 and 28, and we sincerely invite you to participate. The meeting will introduce the regulatory requirements and precautions for the cosmetic ingredients submission code or ingredients safe information to enterprises, so that cosmetics and raw materials enterprises can better understand the regulatory requirements and reduce the communication costs between upstream and downstream enterprises in the supply chain. It is also helpful to assist the enterprises in the application of NMPA code or the submission of safety info of raw materials so as to make full preparation work for marketing cosmetic ingredients and finished cosmetics smoothly in China.

Brenda holds a Master's degree in Environmental Engineering from Newcastle University. She has 7 years of experience in compliance consulting services for daily chemical products. She has given Chinese cosmetics compliance training for Chemical Watch members and helped more than a thousand overseas cosmetics successfully enter the Chinese market. At present, she is leading the marketing team of the Daily Chemical Division to provide domestic and foreign enterprises with product compliance work in China, Europe, the United States, Japan, ASEAN, the Middle East and other places.

Ms Kyungmi Park has over ten years of experience in China-related business in Korea, including six years of experience in the field of cosmetic regulations.
