In recent years, China’s cosmetics industry has experienced rapid growth, with an expanding market size and increasing consumer attention to product safety, efficacy, and regulatory compliance. To safeguard public health and maintain market order, regulatory authorities have been continuously improving the cosmetics regulatory framework and strengthening full-chain supervision.

In 2024, new changes emerged in the management of cosmetics registration and filing. Companies need now adapt to stricter requirements in compliance submissions, product filing, and raw material management. Meanwhile, China’s National Medical Products Administration (NMPA) and other relevant regulatory bodies have successively introduced regulatory updates covering key areas such as efficacy claims, labeling standards, and safety assessments. These updates further raise the industry’s entry threshold, reinforcing regulatory oversight and ensuring higher standards for cosmetic products in China.

Ms. Daisy Li works in CIRS group for more than 5 years and is responsible for registration and filing work of imported cosmetics. She has handed thousands of cosmetics to get approval in China especially including baby care cosmetics and different types of special use cosmetics. She graduated from Donghua University with Master Degree in Chemical Engineering and Technology. Ms. Daisy Li has at least six years of experience in cosmetics registration and filing. She is mainly responsible for the filing of ordinary cosmetics and registration of special cosmetics. She has completed the registration and filing of over thousands of imported and domestic cosmetics from countries such as Europe, America, Japan, and South Korea, including children's shampoo and sunscreen products, adult skincare, beauty, whitening, sunscreen, anti-stripping, deodorization, hair dyeing, perm, and other categories of products.

Shuhong Fang , CIRS Testing Technical Expert, Daily Chemical Laboratory

Senior Engineer with over 10 years of experience in daily chemical testing. Specializing in cosmetic efficacy evaluation and analytical method development. Holder of multiple national utility model patents.

Brenda Lou , Personal and Home Care Division Senior Regulatory Consultant (EU region)

Brenda holds a Master's degree in Environmental Engineering from Newcastle University. She has 8 years of experience in compliance consulting services for daily chemical products. She has given Chinese cosmetics compliance training for Chemical Watch members and helped more than a thousand overseas cosmetics successfully enter the Chinese market. At present, she is leading the marketing team of the Daily Chemical Division to provide domestic and foreign enterprises with product compliance work in China, Europe, the United States, Japan, ASEAN, the Middle East and other places.

Wenbo Zhang , Personal and Home Care Division of CIRS Group China Regulatory Consultant of Cosmetics

Ms Wenbo Zhang has three years’ experience in cosmetics regulatory compliance. She is responsible for providing global cosmetics regulatory consultation and product registration project management for domestic and foreign cosmetics and ingredient enterprises. Such as Southeast Asia, Japan, South Korea, Europe, America, Australia, etc. She has successfully provided regulatory consulting services to over 60 domestic and foreign enterprises. She also provides training on Chinese cosmetics regulations for multiple Japanese companies.
