Since the release of the Cosmetics Supervision and Administration Regulations (CSAR, State Decree No. 727) on June 29, 2020, a series of secondary regulations have been introduced, including the Measures for the Administration of Cosmetic Registration and Filing, Provisions on the Administration of Cosmetic Registration and Filing Data, Provisions on the Administration of New Cosmetic Ingredients Registration and Filing Data, Technical Guidelines for Cosmetics Safety Assessment, Cosmetics Classification Rules and Classification Catalogue, Standard for the Evaluation of Cosmetic Efficacy Claims, Measures for the Supervision and Administration of Cosmetics Production and Operation, Measures for the Administration of Cosmetics Labeling, Provisions on Supervision and Administration of Children's Cosmetics, etc. Based on the Cosmetics Supervision and Administration Regulations, the new regulations will be a major change in the cosmetics industry. Ms April Guo maintains good cooperation with cosmetic associations and commerce agencies in countries such as the United States, Canada, France, Italy, Spain, the United Kingdom, Switzerland, Japan, and South Korea, and is regularly invited to participate in cosmetics regulatory seminars around the world, providing training for international cosmetics companies on Chinese cosmetics regulations.

Chloe Wang , Personal and Home Care Division Deputy General Manager of Technology

Ms Chloe Wang works in CIRS Group for more than ten years and currently leads the technical team of cosmetic regulatory affairs with the rich experience in the registration of cosmetics and new cosmetic ingredients. She is a certified toxicologist by the Chinese Society of Toxicology. Under the new regulations in China, she has successfully obtained multiple NMPA numbers for cosmetic ingredient enterprises. She is familiar with cosmetics regulations in regions such as China, the European Union, the United States, Japan, and South Korea, and has served as a keynote speaker to give the training to foreign cosmetic companies in the international regulatory conferences.

Ms Kyungmi Park has over ten years of experience in China-related business in Korea, including six years of experience in the field of cosmetic regulations. She is mainly responsible for providing consultation on Chinese cosmetic laws and regulations for Korean enterprises and the registered project management. She has successfully helped more than a thousand Korean cosmetic products enter the Chinese market smoothly.

Ms Poppy Yan works in CIRS Group for more than 3 years and graduated from Beijing Institute of Fashion, majoring in light chemical engineering. She is mainly responsible for providing Chinese cosmetic regulation consulting and registration/filing project management for Japanese cosmetic companies. She has provided compliant consulting for more than 30 Japanese cosmetic companies. She has also provided training on cosmetic regulations to multiple Japanese companies.
