As the global cosmetics market continues to grow rapidly, Europe, as a key market in the industry, has set stringent requirements for product safety and regulatory compliance. The 2024 updates to the EU Cosmetics Regulation (EC No. 1223/2009) include significant changes, such as revisions to the restricted and prohibited substances lists, enhanced safety assessments for nanomaterials, stricter labeling and packaging requirements, and reinforced market surveillance measures. The Scientific Committee on Consumer Safety (SCCS), as an internationally recognized authority in safety assessment, provides critical support for the European Commission’s regulatory updates and serves as a trusted source of safety data for cosmetic ingredients. In 2024, the SCCS has introduced even more rigorous requirements for ingredient safety evaluations, underscoring the importance of compliance in the cosmetics industry.

Ms Chloe Wang works in CIRS Group for more than ten years and currently leads the technical team of cosmetic regulatory affairs with the rich experience in the registration of cosmetics and new cosmetic ingredients. She is a certified toxicologist by the Chinese Society of Toxicology. Under the new regulations in China, she has successfully obtained multiple NMPA numbers for cosmetic ingredient enterprises. She is familiar with cosmetics regulations in regions such as China, the European Union, the United States, Japan, and South Korea, and has served as a keynote speaker to give the training to foreign cosmetic companies in the international regulatory conferences.

Danica Zheng , Personal and Home Care Division of CIRS Group China Regulatory Consultant of Cosmetics

Ms Danica Zheng has three years experience in cosmetics regulatory compliance. She is mainly responsible for regulatory consulting and project management of cosmetics registration and filing in China for international cosmetic enterprises. Moreover, she provides product filing services for international famous brands such as Blistex, THOM BROWNE, Stenders, Fragonard, etc., and has successfully helped more than 100 European cosmetics enter the Chinese market.

Ms Wenbo Zhang has three years experience in cosmetics regulatory compliance.
